                               ISIS Hegemony and Sovereignty of the Republic of Indonesia

The presence of the terrorist group Islamic State of Iraq and Syria (ISIS) have attracted most of the energy the government and people of Indonesia. With the warming conditions in the Middle East, then add to the problem of the presence of ISIS efforts to establish peace and prosperity which became the subject of the international agenda in the 21st century.
ISIS becomes complicated problems associated with the issue of caliphate ideology and international solidarity they use. ISIS aims to realize a cross-border governance and legal areas within a religion. This organization is open to all of any Islamic radical groups regardless of their national origin. This is evident from the involvement ISIS fighters who came from Indonesia, and other ASEAN countries such as Malaysia, Thailand, and the Philippines.
The development of information and communication technologies facilitate the spread of ISIS. Even suspected there are several groups in the country that supports ISIS. The government has warned of the danger of seriously ISIS, and the possibility of the existence of the network in Indonesia.

Hegemony War
Efforts to prevent the development of ISIS is indeed a war hegemony. Antonio Gramsci was an Italian political thinker has been reminded of the importance of business continuously convey ideology and convince people of its truth. At this point the ideological hegemony of the state is challenged.
War hegemony that happens is the conflict between ideology Pancasila and terrorism. Pancasila is the state ideology since independence contains the value of pluralism, tolerance, mutual cooperation, consensus, and other national values ​​that have been adopted. While terrorism contains a certain value to the teaching exclusiveness, intolerance, coercion will, justify the use of violence, and other values ​​are identical with various terrorist groups in the world.
The government should dare to openly to the Indonesian people, whether still wants Indonesia based on Pancasila, or turned into a violent terrorist state. With frontal dichotomy done, the people will immediately understand the problem openly what really happened. Ideological conflict patchy or total not an opportunity for the justification for the presence of the ISIS group in Indonesia. Thus the government must have the courage to say "Select Pancasila or Terrorism As the state Ideology!!"

State Sovereignty and Community Support
ISIS is their main threat is not recognized Indonesian sovereignty. With internationalism understand the boundaries and jurisdiction of the employed Indonesia is not accepted by ISIS. They will not be subject to a government anywhere in the world. The next threat is the ideology of conflict discussed above. ISIS has understood clearly at odds with Pancasila. Next, the justification of the use of violence in the struggle ISIS is a great potential for conflict between religious communities in Indonesia. Do not let the conflict in Poso and Maluku recurrence associated with ISIS support in Indonesia.
Learning from history; the presence of a group that wants to establish an Islamic state in Indonesia is not the first case. Indonesia has experienced a state group Darul Islam rebellion (DI / TII) led by Kartosuwiryo and his followers in various regions in Indonesia. To quell the revolt DI / TII take decades from 1950s to 1960s. Not to mention the hundreds of thousands of people who are victims of war, and the energy spent during the war.
The issue of establishing an Islamic state is really a serious problem because the roots have long existed in Indonesia. Do not let the presence of ISIS will be no new seeds that supports the presence of an Islamic state in Indonesia. The debate on the ideology of the state had been completed at the time of the proclamation of Indonesia on August 17, 1945 Indonesia is a unitary state based on Pancasila and national unity.
The role of the community would not be released in preventing expansion of ISIS understood. An element of bureaucracy such as neighborhood associations (RT) and Pillars (RW) must be pro-active to monitor the existence of the ISIS group in their neighborhood. Kinship groups and community organizations should also be actively involved in preventing the development of ISIS.
Key figures such as religious leaders, traditional leaders, local leaders, as well as key actors in the community would also have to be conscious of how ISIS is so dangerous. To that end, the government is also expected to actively approach them, and provide knowledge transfer and information will be on the public ISIS. Community leaders can also be used as a counter intelligence tool that can be used as a node to mobilize communities against ISIS.
Finally, changes in the educational curriculum is a tool and a major force preventing ISIS and radical groups. Ideological education must be changed, so it does not become an indoctrination but became a business awareness and passion to apply a state ideology. Pancasila discourse hegemony to build a beautiful and elegant, is a challenge for the government and the people who still want the Pancasila as the Unitary Republic of Indonesia.
