Threats Against State Sovereignty
TNI VS Police Clashes
By David Raja Marpaung
The problem of conflict between the armed forces and the police now reached the chronic stage. In the past year alone has happened five times clashes between troops, and at least 10 people died in the conflict, both within the police and military. This of course brings its own concerns. It turns out that the process of reform in the defense and security sector is not yet finished and can be said to be largely unsuccessful.
Reform era emphasize to put TNI out of social political role. Dual Function role already abolished and as a consequence, a very dominant role of the army in the field is now replaced by the Police. Police, who had been a part of the military, now have enormous power. On the other hand, the officers, who had been to school together at the academy, now the engagement between of the two bodies is also automatically also stretchable
With the issuance of Law defense, military law, and the law firm path beckons Police dichotomy between defense and security. Police put the Police Act as authority for security and law enforcement, much wider than its role before 1998. While the TNI reform era can be said to go back to the barracks, and only holds the only defense functions.
Based on the facts available, the military and police clash caused by the accumulation of disappointment and aggravation of soldiers in the field who failed to anticipate the work unit. This is also compounded by the lack of a chain of command that should be held centrally by the executor center or headquarters.
On the other hand, the clashes between members of the military and the National Police are caused by competition partner between the two security officers. On the other hand, the position of the military who made the object of the law, often make the soldiers feel to discrimination in a legal proceeding.
Solution
As threats both in defense and security sector, the task of the military and police would also be more severe in the future. Both these institutions must not only counteract the growing domestic threat, but also must be able to anticipate the social politics dynamics, both domestically and internationally. This inevitably requires professionalism military personnel and police are increasingly higher.
To address the chronic condition that has occurred then the lack of education and lack of supervision in the ranks in the field should be followed up with efforts to improve the existing system, both education and supervision. Without it, will still be a gap between assets available human resources and the demands of existing .
Furthermore, the leadership ranks of the military and police clear sense of mission and a great responsibility to perform the functions of education and supervision of subordinates. Going forward, the chain of command must also clearly held, so there is no longer a search scapegoat or the reasons for unsuccessful the command leader both at national and local levels to control the behavior of the soldiers in the field.
