The Government plans to require citizens to participate in defending the country. Civilians will be trained by the military in order to improve the ability to defend the country.


In Law 1945 Article 30 states that every citizen has the right and duty to participate in the defense of state enterprises.Defending country is embodied in the administration of national defense. In Act No. 3 of 2002 on National Defence outlined more clearly on the form of defending the country, namely the implementation of state defense. Civil society in the national defense system be used as a component of reserves because it has been prepared to enlarge and strengthen the power and capabilities of the main components. Within this framework defending the country that mobilizes the involvement of civilians discourse. Defending countries are not solely created to involve the civil society into a military function, but as reserves that have been prepared to defend the country.


Cadre formation program to defend the country shall be the duty of citizens participate in maintaining and defending the country. The Ministry of Defense in the next 10 years will prepare a cadre of 100 million people to defend the country to strengthen the defense system of the country. In addition to coming from a variety of ages, civil defense cadres will also be composed of various elements of the profession and educational background, including among students. Currently, the strength of Indonesia's defense ranks 12th in the world. With the establishment of cadres to defend this country, in the next 10 years, Indonesia is expected to be in the top 10 defense forces of the world.


For the sake of defending the country's training, every year the Ministry of Defence will provide training for a month to the 4,500 volunteers who will be the coach of defending the country's core. After the training, they will return to their respective areas to train the cadres in the area. For cadres not core trainers, the training lasted only five days.
